Some of this is what I'd consider tech writing 101 (and yes, I was tech writing, back in the 1990s). One of the fundamental differences, for me, between tech writing and UX writing is that tech writers are expected to raise the bar on the management of content so that it can be re-used, single-sourced, etc. To you first point about conciseness, concise CTAs are cross-discipline. A UX writer will store that content in a Figma file or a spreadsheet, whereas a tech writer will (or should be - I can't speak for all tech writers out there) store the CTA in a tool that allows the text to be pulled into an interface, help file, and other target locations for seamless synchronisation and reduced maintenance.
